By 2025, UP has witnessed the rise of over 13,299 startups, 8 unicorns, and a dynamic environment for grassroots innovation. A combination of robust government policies, improved funding mechanisms, and strategic infrastructural advancements has played a crucial role in this transformation. The StartInUP initiative, aimed at establishing 100 incubators and creating 1 million square feet of innovation space, reflects the government’s commitment to making UP a global startup destination.

Government Policies Fueling Growth

UP Startup Policy 2020 (Amended 2022)

This policy provides a strong foundation for startups with financial assistance, incubation support, and regulatory ease.

  • Financial Support:

    • ₹17,500/month sustenance allowance for startup founders.

    • Seed funding of up to ₹7.5 lakh for Minimum Viable Products (MVPs).

    • Patent reimbursement (₹2 lakh for Indian patents, ₹10 lakh for international patents).

    • 50% extra funding for startups led by women, transgender individuals, and Divyangjan.

  • Incubators: 63 operational incubators across 23 districts, including hubs at IIT Kanpur and Shiv Nadar University, with a goal of reaching 100.

  • Startup Portal: A centralized platform for registration, funding, and resource access.


MYUVA Scheme (2024)

This initiative encourages young entrepreneurs under 35 by offering interest-free loans of up to ₹5 lakh, targeting 1 lakh beneficiaries annually.

  • $1 Trillion Economy: Major focus on technology, food processing, and renewable energy.

  • ₹1,000 Crore Startup Fund: To support high-growth ventures and help them scale globally.

  • Skill Development: 50 new ITIs to train 5 lakh youth in AI, robotics, and semiconductors.

  • Educational Collaborations: Partnerships with IIT Kanpur and Amity University to foster R&D.

  • Bundelkhand Industrial Hub: Establishing 12 new universities to supply a skilled workforce.
